Salt Lake CIty, UT – Tuesday on Utah's Capitol Hill, a legislative committee passed a bill targeting repeat drunk drivers. Lawmakers also took up the issue of seat belt use, surrogate parenting and the perennial squabble between banks and credit unions. KUER's Jenny Brundin reports.
