Barack Obama won more than 95 percent of the black vote in the last presidential election, and Democrats are expected to have a huge advantage this November. Even so, Republicans looked for ways to appeal to those voters at their convention in Tampa, Fla.

Though the convention hall was packed with delegates this week, it wasn't until gospel star Bebe Winans and the Tampa Bay City Life Church Chorus came on stage that there was any sizable number of African-Americans around.

Art Garfunkel is best known as half of the legendary duo Simon & Garfunkel. The harmonies he created with Paul Simon left an indelible mark on American music, but less remembered is his string of Top 40 hits as a solo artist.

Every Tuesday night at the 5 Spot, some 200 people show up the East Nashville bar for Two Dollar Tuesdays: a $2 coverage charge, $2 beers and five musical guests. It's hosted by Derek Hoke, an unassuming, laid-back guy with the cowboy hat and retro-vintage eyeglasses.

"I call it a speed showcase," Hoke says. "Everybody plays five songs, and I tell them to play the 'best of' — you know, get up there, kill and get off. There's somebody coming up right after you, and we have to plow through this thing."

On his first day as the official Republican presidential nominee, he and Paul Ryan were supposed to begin a swing state campaign tour. Instead, while Ryan headed to a previously scheduled event in Virginia, Romney flew to Louisiana.

BLOCK: I want to talk to you both about what we heard in Mitt Romney's speech last night and also what we didn't hear. We did hear a very explicit appeal to people who voted for Barack Obama in 2008. Let's take a listen.

Time now for your letters about an interview we aired yesterday. My co-host, Robert Siegel, sat down with Republican Senator Kelly Ayotte of New Hampshire to talk about women and the GOP, specifically why polls show that women favor President Obama over Mitt Romney.

SENATOR KELLY AYOTTE: One of the things that is helpful about this convention - and that's why I think Ann Romney's speech resonated - is women do want to know about the whole person, and something about the person that will lead the country.

As they leave the convention in Tampa, Republican Party leaders are hoping their efforts in Florida will win over more Latino voters. Hispanic lawmakers were given high-profile speaking roles, including Florida Senator Marco Rubio, who introduced Mitt Romney last night. Recent polls suggests President Obama leads Romney 3 to 1 among Hispanics.

Harvard University is investigating what it calls an unprecedented case of cheating. College officials say around 125 students may have shared answers and plagiarized on a final exam last spring. From member station WBUR in Boston, Curt Nickisch has reaction on campus.

This is ALL THINGS CONSIDERED from NPR News. I'm Melissa Block. The floodwaters have begun to recede in Louisiana and Mississippi as the remnants of Hurricane Isaac move north. Utility companies are scrambling to restore power to hundreds of thousands of customers. In some places, floodwaters are hampering the recovery. That includes an area about 30 miles west of New Orleans where we find NPR's Joel Rose.

Brazilian singer Luciana Souza has worked in many genres, from jazz and bossa nova to classical music and even, as a small child, commercial jingles. A graduate of Berklee and the New England Conservatory of Music, Souza has been nominated for four Grammys and worked at a prolific pace. In fact, she's just released two albums of covers, Duos III and The Book of Chet; the latter finds her covering the works of Chet Baker.

Corey Sharpe is one of the many people out working to restore electricity in Louisiana. He's a lineman with DEMCO. That's the Dixie Electric Membership Corporation, the state's largest power co-op. We reached him on the job in Denham Springs just outside Baton Rouge.

COREY SHARPE: Right now we actually just pulled up to an outage. A huge oak tree just fell on kind of - by one of our power lines and knocked down a service, the one at someone's house. So that's what we just came up to right here.

President Obama's re-election campaign won a big victory today in Ohio. A federal judge in Columbus has ordered the state to restore early voting in the three days prior to the November election. The state had eliminated it, except for voters in the military, and Ohio's attorney general insists he will appeal.

NPR's Pam Fessler has been covering this story. She joins me now. And, Pam, why is it such a big deal for the Obama campaign?

Harrisburg, Pa., leads the nation in a dubious distinction: It has the most debt per capita of any U.S. city. The town's 50,000 citizens are on the hook for $1.5 billion.

The bizarre tale behind the massive debt includes a do-gooder who skipped town, an epically mismanaged incinerator, and possible criminal behavior.

This November, voters in California will decide whether the state should require labels on foods with genetically engineered ingredients. If the initiative, known as Proposition 37, passes, manufacturers would have to say somewhere on the front or the back of the food's packaging if the product contains or may contain genetically engineered ingredients.

Cellphones have ushered in an age of interruption, with apps that notify you when you're mentioned on Facebook or Twitter, or even if your favorite ball team scores a run.

But Apple is the ultimate arbiter of what kinds of notifications iPhone users can receive — and some apps just don't pass muster with the tech giant.

Take Josh Begley's idea, for example. Begley created an app that sends a push notification — or beep — to an iPhone whenever there is a U.S. drone strike anywhere in the world.

Apple blocked it from its App Store.

For every farmer who is hurting this year during the drought, others are benefiting. Many fields in the South, Northwest and Upper Midwest are producing bountiful corn crops. And because the drought has pushed prices to record highs, farmers who have corn to sell expect a terrific payday.

"The corn has actually really, really taken off all the way through season. It's grown fast. It's been accelerated. The corn looks really good now," says John Scott, whose family farm in Sargeant, Minn., is just bursting with corn.

Egypt's President Mohammed Morsi caused a diplomatic stir today in Tehran, opening a summit of the Non-Aligned Movement. Morsi denounced the Syrian regime, calling it oppressive and illegitimate. That prompted an angry walk-out by the Syrian delegation. And Morsi's comments cannot have pleased the summit's hosts either. NPR's Leila Fadel reports.

For Mitt Romney to win the presidency, he'll have to close the gender gap. Polls show female voters favor President Obama over Romney by wide margins. Robert Siegel sat down with Republican Senator Kelly Ayotte of New Hampshire to ask her about women and the GOP.

After pounding the Gulf Coast with high winds, nonstop rain and a powerful storm surge, Isaac is now churning through northern Louisiana. There, heavy rainfall brings a new threat, inland river flooding. Some of that flooding has strained a dam in Mississippi; 60,000 people downriver have been ordered to evacuate.

A federal three judge panel has struck down a new voter ID law in Texas, ruling that it would disproportionately harm Hispanic and African American voters, who are less likely to have the required photo identification. Pam Fessler talks to Melissa Block.
