In 1993 the United States has adopted a nuclear test ban. Recently, despite Utah's location downwind from the Nevada test site, two Utah senators voted for a bill that would lift the test ban on nuclear weapons and allow the development of small "low yield" nukes. What will the impact be for Utah and the nation?
