Salt Lake City, UT – The Utah legislature appropriated 20-million dollars this year to pay the best teachers more money -- but identifying just who those teachers are has turned out to be a sticky problem. The Utah Foundation says teacher quality was among the education issues identified in its survey of voter concerns earlier this year. But foundation president Steve Kroes says you can't reward teachers based solely on their students' test scores.
