With federal welfare reform looking more possible, states are already making plans for their block grants. More than 30 states have federal waivers that allow them to begin to create their own welfare programs. NPR's Jon Greenberg reports that though many governors hope to tighten up eligibility restrictions and implement experimental programs using block grants, they expect to face opposition in their state legislatures.
