Salt Lake City, UT – Only two days into the state's 45 day legislative session, the talk in the hallways is all about the budget. Despite a $216 million dollar surplus - an enviable position compared to the vast majority of states - Utah lawmakers have their eye on what they call a "dangerous" structural imbalance in the state's budget.
