Salt Lake City, UT – By 2014, homeless advocates hope to have most of Utah's chronically homeless in apartments. At the same time, the state has launched several pilot programs aimed at preventing the next generation of chronically homeless. One high risk group is those coming out of jail, especially inmates struggling with alcohol or drug addiction.
