Utah has a goal of getting 70% of third-grade students reading at grade level by 2027. As of the end of the last school year, only 48% of third-grade students were reading at grade level.

“There were a lot of districts that lost a substantial amount of ground. And there were actually a couple of districts that improved over the pandemic,” said Tom Kane, faculty director of Harvard’s Center for Education Policy and Research.

Utah was the only state to not see a statistically significant decline in eighth grade math scores between 2022 and 2019. Utah’s fourth graders, on the other hand, did see test scores go down.
